Chapter 1: THE ADMINISTRATIVE ORGANIZATION OF CAMEROON

Definitions
  1. Administration: This means the process of managing a government or institution. Administration is managed of different levels central, regional, divisional and traditional.
  2. Authority: Refers to the power make and enforce laws or policies within a state or institution. Example: Chiefs have traditional authorities, government have administrative authorities.
  3. Power: This is the capacity to affect another’s behavior by the threat of sanitation either positive or negative. Example: There is political power, economic power, military power etc.
  4. Law or rule of laws: This is the supremacy of law over everybody.
  5. Legitimacy: This is the political concept which refers to the acceptance and recognition by the citizen of the country. The right of their ruler to govern. It is based on a good and reliable leadership.
  6. Sovereignty: This means the supreme power and authority of the state the citizen.
  7. Delegation of power: Means the transferring the exercise of given power and functions to other person’s office.
  8. Abuse of power: It means using power for negative ends which can lead to unpopularity and wars.
  9. Civil service: This is the department in the execution arm of government. It is divided into department called ministries. A worker in the civil service is called a civil servant.
  10. Public opinion: It is about what people think concerning a particular national issue. Eg: Presidential election, aid.
  11. Separation of power: This is the division of political powers and functions in a democratic state amongst the three (3) arms of government.

  1. Decentralization: This means that power from central government has to be decentralized to local collectivities and services and other constituent units within a political system. This leads to quick development, political unity etc.
  2. Regionality: This is the political division of the state into regions. There are 10 regions in Cameroon where each region protects its interest. It is called regionalism.
